For January cycle, the last date is end of december. Last date prevails until  date for application. if you want to apply for january cycle then you have to do it within december. if you want to do for july cycle then you have to do apply in May

In ignou whenever you register for any course you have to select a regional centre and a study centre under it. There is nothing such as registering yourself at study centre. But in the start of session most of the centre make a list of students enrolled and attending
