This is because,
Though you are doing BSc your highest qualification with all the three subjects i. e physics chemistry and Biology/biotechnology remains your 10+2 as you don't have physics in your bsc
While, those who have passed 1st year of 3 year graduation with all the three subject i. e physics chemistry and Biology/Biotechnology needs to select code 5 and those who have completed BSc with at least any two of physics chemistry and Biology in their bsc need to select code 6.

You cannot completed you 3 years degree program in one year if you are starting new but yes if you are an old student of IGNOU or any other University, you can contact the University cause you have to take readmission as its been 11 years. So you have to take fresh admission for your UG course and it will take 3 years.

Change of Region :

Visit at https://ignou.samarth.edu.in/index.php/site/login, sign in with your username that is enrollment number and password, in case you haven't registered, register at https://ignou.samarth.edu.in/index.php/studentlogin/registration/register by providing your enrollment number, name, program, and afterwards login for the same, upon login you will see the dashboard where you need to scroll down to services among the options in the left side, from there you can see the request for change of study centre and regional centre, upon clicking the same you can make your request, there is no fees required regarding this, you will be able to see your updates regarding the request made through the same portal only.
