Which course have you enrolled in?
Is your registration still valid?
If the answer to above questions is YES, then you can submit your due assignment however you will be required to submit the latest one, not the outdated one, you can check out the same at https://webservices.ignou.ac.in/assignments/,
also make sure you clear your TEE, else you won't get the certificate for the program you have enrolled in, as you must know TEE is conducted twice a year in JUNE and DECEMBER, if you still have any query, mention the details by writing down in the comment box below.
Regional centres are usually there for each state, to provide you an example there is RC Kolkata, under which there are various study centres which are usually colleges in different districts across all over West Bengal, now not all study centres will have same list of courses, and precise that's what you're referring in your question, that there is only one regional centre and most probably the course you're opting for isn't available in other states, and exam centres are nothing but the study centres only which you opt for during the time of admission, you will be required to submit your assignments or projects whatever is applicable in your case here only, you also need to appear for TEE conducted in June and December at your designated study centre, however sometimes because of lack of candidates for a specific course or any other reason candidates are allotted different college for TEE, so in that case you have to give your exams in this college as your own study centre wasn't allotted to you.
