In IPU counselling, you have to report at every round of counselling and chooSe if you want to freeze the seat ir withdraw the admission and participate in the next rounds of counselling.

Until you will pay the fees you will not be allowed to change the seat filling

 you have scored a decent rank but you have to wait for the second cutoff to be released as there is no continuos trend followed So in second cutoff you can get a rough  idea about the ranking and your rank can grab a seat In IPU
