IPU do not provide reservations in EWS category. The reservation is divided into categories as delhi region and outside delhi region, after that it is based on institutions and then comes categories as SC, ST, Defence, PWD, OBC. You can visit the following link

If you are from outside Delhi it would be difficult for you to get a government college or even any other college in ipu. So,

Getting admission through counseling depends whether you from Delhi or outside Delhi. If you are from Delhi you might have a chance but not in initial rounds of counseling. Be patient wait.
