Hello candidate
According to me you should do Artificial intelligence because its the next big thing which is slowly gaining its importance in the field .
Another point of view is that I heard some of the phd holders are going for low level job to fulfil there basic needs now you decide which one as scope or not.
It all depends on the market and mindset of yours.
Being engineer you could have started your own electrical design shop and earned you have not utilised your knowledge so whats the point of doing another degree or course . Today it may be high scope and tomorrow it may fall of but if you start something on your knowledge you can stand and make the things well.
Feel free to ask your queries here and all the best for your future endevaours.
