After 12 std you have two options
1. you can pursue B. Tech in Mechanical Engineering from good colleges in India, you will have to answer entrance test. Then after graduating from B. Tech you can pursue M. Tech in Industrial Engineering.
2. Or you can directly take course
No they are not same. Production engineering deals with subjects related to more of manufacturing. For example the student will study topics such as metal forming, metal cutting, non conventinal manufacturing.

Going by previous year trends, IIT Indore usually accepts students into the mechanical engineering course who have a GATE score of 700 and above. So you may not get a seat here. But since cut off trends may vary and your score isn't too far behind you have
