You can't do Mtech in a different stream. In India, you have to do MTech in EE only. You can't do MSc also. you can do MS in IT in aboard. for that you have to go through may different process for getting selected.

Well BE and B.Tech are not the same,some colleges provide you with B Tech degree while other give you BE.Both the degrees in term of value are same
But the difference is the course of study
While BTech is practical oriented and BE is more of theory oriented
