Hello Aspirant,
IEM Kolkata is a good college to pursue BTech. However, it is not the best. Colleges like Jadavpur University and KGEC are far better than IEM. Also, IEM is a private institute, and Jadhavpur and KGEC are government colleges. But, IEM is one of the best colleges in KOLKATA. If you are getting CS Branch you can definitely go for it.
Since, you have not taken the WBJEE exam, you have to get admitted to that college through the management quota. You can contact the college directly or go through counsellors. However, this method is not advisable . Many counsellors just go on bluffing people. So take your decision wisely.

Hi,
In IEM, closing rank for CSE (AI & ML) was 2327, and for IT it was 4016 in round 3 (mop-up 2021).
Heritage however, accepted upto rank 7688 for CSBS, so based on your rank of 6317 you might have a chance of getting Computer science and business in Heritage.

Only academic wise, IEM is a slightly better option than Techno India University.
But here’s what you need to know about both the colleges -
IEM:
• The college is critical about time, you need to bw always on time for lectures and other events.
• The college has discipline, punctuality, and strictness when it comes to studies. There’s a strict dress-code in place.
• The scope and exposure during and after your btech degree is better than many colleges in West Bengal.
Techno India University is much more flexible in case of rules, and dress code. But, in my opinion Techno Main Saltlake is a much much better college than Techno India University in every aspect.
Techno India colleges arrange workshops, seminars, tech fests for hands on practise of the students.
Plus, CSE is anyday a better branch than CSE and business. So I’d suggest go for just CSE.
You can check out the placement records of Techno Main Saltlake by clicking on this link - https://www.careers360.com/colleges/techno-india-salt-lake/placement

IIM Kolkata is one of the best institute for Bachelor's of engineering in Computer Science. It is ranked two by India Today.
The placement records are good and you will experience a great college life here.
Besides B.Tech, it also provides courses on BBA, MBA and BCA.
The cutoff for Computer Science ranges between 220 to 2500 depending on number of candidates applied. The fees for B.Tech is around two lakh INR for the first year. The minimum eligibility criteria is to pass class 10th and class 12th with Physics, chemistry and Mathematics as subject combination.
The admission is done on the basis of IEMJEE (IEM Joint Entrance Exam) for Bachelor's of engineering program.
I hope it covers your query.
Getting Government colleges might be difficult for you.

As your profile suggests that you are Jharkhand domicile candidate and did not mention your Caste Category, so I'm considering it as General Category and providing information based on it.
For your WBJEE rank based on previous year's cut-offs of round 3 of WBJEE Counselling it is difficult to get Computer Science Engineering branch in Institute of Engineering and Technology, West Bengal. But cut-offs varies from year to year and depends on many factors.
