Sorry to tell you that, With a rank of 10k+ their is null, i repeat no chances of getting admission in Jadavpur University in any of the departments.
And coming to your question of getting admission at IEM then you can try for mechanical engineering at IEM,saltlake campus but their is very less chance though.
Although if we consider last year's cutoff then even in mop up round there is very less chance of getting admission at IEM , saltlake campus.

If you take the previous year data you will be able to see that there are various top universities in India. These don’t make more difference that in which university you are studying.
Well that depends, every University has its pros and cons.

you can even try for jadavpur university until last round, these are based on previous year cut off, so it may vary a little, you can get any of the above colleges
You can try at best private colleges that take admission through wbjee like iem, techno , Netaji Subhash engineering college, bp poddar institute of technology, heritage.
You can also try at government colleges like purulia government college, coochbehar government college.

Both colleges are in the positions of top 2 private engineering colleges in west bengal. The overall standard of IEM and Heritage is almost same. In academics, both colleges are same too. I can say that placements of IEM is just a little bit better than Heritage, but Heritage is also very good(in 2015, 508 students were placed in TCS in Heritage). What is really annoying in IEM is its strict school like discipline. The students are not allowed to bunk classes,75% attendance is must to attend the labs; they are not allowed to enter the college after 9am, not allowed to escape from college before 3.30pm; they have to come in college uniforms. IEM just sucks the college life of students. IEM also lacks of good infrastructures and large campus. On the other hand, Heritage has a very large & beautiful campus and good infrastructure, 2 canteens, no such strict disciplines. You can come any time in college,bunk any class you want and attend only those classes you want, attendance is not a big issue here. Also there is a football ground, tennis court,basketball court, you can play there. Any time you can come to the library and spend your times by reading books. There are also music club,dance club,photography club,robotics & coding clubs etc. , you can be a part of those clubs and spend your time by doing what you want.
Though HIT-K was my first choice over any other college-
1. The biggest private campus in Kolkata.
2. HIT-K is now autonomous, which is a good news.
3. Placement scenarios are better than many other colleges. Last year 508 students were placed in the zero slot (TCS).
4. Faculties are mostly helpful. Well furnished computer labs.
5. WiFi Campus.
6. Recreational facilities in the form of indoor & outdoor sports, large grounds, Basket-ball court, various extra-curricular facilities.
7. A well furnished central library and digital library.
8. No constraints on entry and exit time, unlike a few other colleges which still feels like school. Many other colleges would make you wear uniforms too.
9. A couple of canteens (good food at cheaper prices available), Pratap Mart. Hostel accommodation also available but limited in number.
10. The larger canteen is under renovation. Hope it would be ready by the time odd semester commences.
11. College Fest- Eclecia, Technical Fest- Daksh.
CONCLUSION : If you prefer PLACEMENT : go for IEM
If you look for good college life : go for HERITAGE .

With your rank, you won't get ECE in Heritage or in IEM or in RCC. But some if the colleges you can go for ECE are:
these are the colleges you can go for. from my personal suggestion, I suggest you choose between NIT or Techno. As they have great placement and faculty are best in their industry.

First things first.
You really need to pin down your thoughts at a place and decide what is your ultimate goal that you have to achieve. If you want to do a job after engineering , which branch would be suitable for you.
Whether you would appreciate working in a office after getting a job in CSE sector or you want to have an on field job in mechanical sector.
Now, if your future plans are slightly different , like, you want to go for CIvil Services or something like that and you are doing engineering just for degree then it comes down to personal opinion such as which college will have a better college experience and fee offordability.
I hope you will be able to make correct chices for yourself.

Ok lets analyse the differences :
1. Student Quality : CU is better no doubt... Check the closing ranks... Even in decentralised counseling (which happens a month after normal counseling to fill vacant seats in gov. colleges) the closing rank for CSE in CU was 1.5k which is better than 1.7k (round-3 closing rank of IEM).
2.Faculty Quality : Studying in a govt. college has its own perks but this is the top one!...Quality of faculties in any dept. of CU be it applied physics, radio physics, computer sc. etc. its miles better than IEM. Also I have no hesitation in saying that for some dept. its even better than JU.
3. Exposure : It goes without saying that CU is currently the best state funded university in India according to QS/NIRF/ARWU rankings... Last year W.Bengal govt. have spent 450 crores for R&D, capital expenditure etc in CU which is on par with central funded universities like JNU... Student while doing B.Tech publish articles in top journals and get MS/direct PhD offers from Princeton/Northeastern/TUM etc... If you want an academic profile theres no better place to start than CU.
4. Infrastructure : It will be a joke to compare as IEM will score ZERO in it. The whole college is just one building or 2~3 floors exactly. Whereas the technology campus is spread over 5 acres and has well equiped labs, Ac classrooms etc. The Rajabazar campus is even bigger and has seperate DST SAP sponsored department buildings...
5. Placement : If it was 2015/16/17/18 I could have told IEM is better until I knew the first 4 year B.Tech batch of CU bagged offers from Uber,Texas instru, lnt infotech, tcs digital, etc... The median package for CSE is above 7lacs and highest was 12 from Uber... due to small batch size (less compt.) all got offers above 6.5lacs and off campus ppo was from work application singapore (package 20lpa)... The 2019 batch also had GATE toppers like Arka Roy who got AIR 9 who is now doing mtech from IISc..

Totally depends upon your interest. If you follow recent trends and market then nothing is better than CSE, if you have interest in these fields. But if you have choice between CSE or IT then choose CSE.
Always look for branch not for colleges if the colleges are somewhat similar.
