Instrumentation and Control Engineering isn't a core branch. Its a applied branch and obviously an interdisciplinary branch of Electrical, Mechanical and Electronics engineering. Instrumentation and Control Engineering is a good field of study and you have a very good prospect in private sector.

It is really difficult to get into a government college at this rank through JoSAA counselling rounds. However, you should try your luck in CSAB counselling. In CSAB rounds you can get colleges at higher ranks and if you're lucky, you might get a branch of your preference.
