Yes diploma in interior designing course  are available in colleges.

The admission process is on merit  based marks scored in 12th standard / exam marks conducted by the  respective institute. It depends on institute. 

Admissions dates also depends on institute but ends in June. So kindly find the institute you want to go and check it's admission criteria and date accordingly.

I don't think you are elligible for admission in any NITs or IITDs because you haven't appeared for JEE or NATA. B.Des is a good course for people who want to pursue a career in design. I don't think that appearing for CET will help you in getting a seat in B.Des but maybe you can get a seat in any private institute on the basis of your 12 percentage. Good luck.

There are several institutes which offer diploma in interior designing after 10th:

National Institute of Designing-Ahmedabad

CEPT University-Gujarat

Arch Academy of Designing,Jaipur

JJ School of Arts-Mumbai , etc

But I will suggest that you must complete your 11th and 12th standards before pursuing any career related course.
