You will have to decide which country you plan to study.
In case you plan to do your engineering from USA, you will need to appear for SAT/ ACT as well.

You should fill the application latest by Oct-Sept for spring admissions for GRE. Yes it will be required to take both exam as the purpose for both is different. One is to check your english profiency and other is to check your aptitude.
