If you have reservation category then you can try for NIT campus but it hard to get IIIT campus even for non technical branch.

sorry to say that there is no any iiits who provide fee waviour an the basis of income slab it is only for the nits. so you cant get any fee waviour when you taking admission in iiits. Try your best for getting a good nit.
