For IIIT , till now there were no such reservations. But , from this year IIIT Hyderabad has allotted 25% of seats to girls.

As it is difficult to tell exact possibility of your admissions in IIIT or NIT but according to the previous year cutoff as general category the chance seems less to get a seat in IIITs or NITs. You can try for state counseling like in Punjab,haryana, rajasthan etc.
Both colleges are best according to their respective. You can go to anyone you will learn same about ECE . But as you know NITs are ia government funded colleges and consider next after IITs but in NIT Arunachal Pradesh you might face sometime language barrier and placement and staffs
