IIT Bangalore is government engineering college and for all the government engineering colleges one need to qualify the jEE mains exam or in case of IIT's JEE advanced also.

see cutoff score changes every year and it depends on some factors like number of participants, questions difficulty level,seat matrix etc, however vlsi is very demanding stream among ece students, so number of applicants is high. at this score you have less chances for nits, however you may apply

Those IIITs which participate in JOSAA seat allocation process don't require separate application forms but for the IIITs established by respective state governments like IIIT Delhi, IIIT Bhubaneswar, IIIT Hyderabad, IIIT Bangalore and some others.

From your percentile , it seems your rank should be around 80000 . You can try for IIIT Bhagalpur , IIIT Raichur , IIIT Vadodara , IIIT Surat , IIIT Una , IIIT Pune and IIIT Raipur . It is not sure that you would get seat in these IIITs

No, outside Maharashtra candidate can not get admission in government colleges of Maharashtra through Mht-Cet, but are eligible for All India Seats of Private colleges.
