With this mentioned AIR i am really sorry to imform you that you are not eligible for any of the govt. IIITs as they take students of lower ranks only.But as of IIIT Bhubaneswar(INTERNATIONAL INSTITUTE OF TECHNOLOGY) is NOT a govt. college,so you can directly visit there college

With your mentioned rank it is highly unlikely for you to get into NITs. You could still apply for the josaa counselling process and try your luck. But I would suggest you to try for state level engineering colleges which accept JEE main scores. You could get good
