Unfortunately you won't be getting any Indian Institute of Technology or National Isntitute of Technology as your rank is sadly too low for them. Even in the Scheduled Cast category, the cut-offs of the north-eastern NITs close around 8,000 to 9,000. However you can get admission into other good colleges like:

Honestly in this rank you can't expect any of the IIITs/NITs . Instead you should look for GFTI'S/ private colleges by giving entrances for Bangalore colleges, west bengal colleges.
In GFTIs there are colleges like Assam University, gurughasi bilaspur , kongri Vishwavidyalaya, Assam University. In private colleges you can go for VIT Vellore, SRM University, Manipal University.
