Hi ! No you can't get any nit or any IIIT with that percentile. It also depends on your previous main results. In previous you have to get 99 Percentile, so that overall percentile becomes 95 or 96. You can check your possible college list on the link given below.
Hi ! No you can't rely on Jossa counselling for your admission in any nit or IIIT. Don't rely means you can participate in Jossa counselling and may not expect a good college for you. Still if your luck favours due to vacancy then you may get worst nit like

Your ST rank is too high to get a good NIT/ IIIT or a good branch. The only option for you is to try the North-East NITs, Srinagar etc. or your home state NIT.

I am sorry to tell you but there is no chance for you to get a seat even in GIRLS quota.
IIIT Hyderabad has released the cutoff of 2019.
CSE- 574 (Cutoff Rank)
ECE- 941 (Cutoff Rank)
Even if you try through Girls quota, the cutoff will not
