IIIT kottayam is central goverment institution where you can get admission through JOSAA councilling which will going to start very soon.

it has recently shifted to its permanent campus . It is really a good college regarding studies . coding culture are way better than other private institues

Your rank in sc category is too high to get seatin iiits if there is a chance you will get seat in spot rounds called 1and 2 so don't worry if you did'nt  get seat  in iiits so many top colleges in eamcet kcet or in other exams.so apply

Your rank isn't enough for NITs or IIITs.You need rank under 40k with general category and 20k with OBC category.With this rank you won't get good government engineering college.Look for another engineering entrance examination.

As you have mentioned that you are OBC-NCL, thenI would say that there are certain but not much NITs or IIIts for you.
NIT Agartala, NIT Srinagar, NIT Manipur, Mizoram etc are some of these.
Also apply for CSAB special round counselling, it might get you good NIT.
