With your mentioned rank it is highly unlikely for you to get into NITs or IIITs. You could still apply for the josaa counselling process and try your luck. But I would suggest you to try for state level engineering colleges which accept JEE main scores. You could

As you had mentioned you got 84 percentile in JEE Mains , this year general cutoff in 89 percentile so if we compare that from previous years like

If one got 81 in Mains he had qualify for advance cutoff but he didn't get seat in nit or

Congratulations and no  that's not enough for JEE Mains but you have to take up the test for JEE Advanced and score maximum as your coming in the general category. If you want to get through GFTI concentrate more in the PCM part from NCERT and you already should have

As you mentioned the percentage of disability as 78%, you have a fair chance to get into any of the IITs and NITs.

And as your percentile is 60% in JEE, you have a fair enough chance to get into the NITs of your home state easily.

If your rank i.e 18,980 is not a sc category rank then you have scored very well and definitely you'll get reputed NITs.

You can apply for NITs/IIITs/GFTIs of your home state .If you are not satisfied with that you can apply for other states as well .
