Yes, your child can get admission into some of the new IIITs, but chances are very feeble. You should however apply for CSAB Special Round and wait for the cut-offs. You should also keep a watch on the colleges in Punjab and Chandigarh.
It is a good rank. He can get into some of the best NITs and IIITs. He can also target for IIEST shibpur. I think he will be able to get into IT branch. Moreover he has fair chances of getting into IIITs and IIIT bhubaneshwar.

I would suggest IIIT Lucknow because for branch IT has got a better placement opportunities as compared to mechanical in India.
The higest package offered to IT was around 30 lakhs per annum where as in NIT. Jalandhar highest package for mechanical was 20 lakhs per annum
