Sorry to say that it's different to get IIITs for 59000 and that to you belong to OBC but give a try. Try to apply for private colleges which considers JEE Mains rank and gives seat.

Yes, your child can get admission into some of the new IIITs, but chances are very feeble. You should however apply for CSAB Special Round and wait for the cut-offs. You should also keep a watch on the colleges in Punjab and Chandigarh.
It is a good rank. He can get into some of the best NITs and IIITs. He can also target for IIEST shibpur. I think he will be able to get into IT branch. Moreover he has fair chances of getting into IIITs and IIIT bhubaneshwar.
