Yes, you must be eligible for decent level NITs and IIITs if not the top ranked ones. You won't be able to fetch branches like CSE, IT but you can certainly get decent branches. If you can look for Home State quota, then you might get even better options. Both of the Colleges have been excellent in their opportunities they provide to students regarding graduation as well as engineering. So you can get yourself enrolled in any of these. iiit Lucknow will have more placement concerns while iiit gwalior dual degree course will provide you the advantages of post graduation as well. Through CSAB Special Round counselling, JEE Main qualified candidates can get seats into NITs, IIITs and GFTIs. Now to get a seat in these colleges one has to be JEE Main qualified, and for that one has to clear the required cutoff as per his/her category. For OBC-NCL category, the cutoff for 2019 JEE Main was 74.31 percentile. Now according to your rank of 17443 under OBC-NCL category, you could get a seat in IIITs. But exactly which IIIT will you get that is hard to tell. So better attend the CSAB counselling process and see which colleges are you getting as per your rank.
As far as IIIT Raipur is concerned, the college is pretty good. Though it is a new college still all the required facilities are available in the college campus. The college is UGC approved and has faculty of 22 people. The campus is about 22 acres. So if you get IIIT Raipur in CSAB Special Round, then yes, you can opt for that.

Dear aspirant your rank and percentile is not that good to get nit. You may get nit sikkim, Mizoram, Manipur and Nagaland in the 2 special rounds only if seats are available. Chances are very low though. Try for gftis also though chances there are also low

Both of them are renowned colleges of our country. You should decide upon which course you are more interested in. CSE surely has more scope in terms of job opportunities. ECE at NIT Raipur is also a safe option to choose as the placements are fine. Faculty and academics is great in both colleges. Infrastructure is better at IIIT Guwahati but it is comparatively a newer institution.
You may weigh factors like fees, course, location etc to take the final decision.

Hello aspirant!! With this rank I don't think you can get a seat in any IIITs. You can get a seat in CSAB counselling under any reservation quota if you hold some category rank. Hope this helps you!!
