If 150000 is your GENERAL CRL rank then yes you are eligible for JEE ADVANCED. If CSAB special round cutoff is conducted then you may get a seat in lower NITs and GFTIs. Be flexible with your choices during the choice filling process to confirm a seat.

Josaa counselling process is the mode of assigning seats to students who have cleared JEE MAINS and JEE ADVANCED with some good marks. With your mentioned percentile it is not possible to get IIIT in JOSAA. You may try your luck in CSAB counselling if it is conducted.
