Yes you can definitely join into IIIT RAIPUR. The situation with IIIT RAIPUR is that its still undet construction and yes there are issues related to placement. But till you will get into 4th year there will be no issues related to placement. So go for it as

Hello aspirant. You have absolutely no chance in the top IIITs like Allahabad, Hyderabad etc. Also IIIT srikakulam is one of the new IIITs so not much information about it. You might have a chance if the cut off went low. New IIITs will surely have lower cut off.

As per as your rank is considered,  it is not enough to fetch any seat in any of NITs, IIITs or GFTIs in spot rank. Maximum you can get any seat by 18k obc rank in female quota.
