Here is a list of all IIITs and their respective opening and closing Category ranks in 2017 for the SC category. Considering this and your Category rank, you seem to have less chances for admission in an IIIT.

No, IIIT Bhopal doesn't have any M.Tech programmes yet. As the Institute is a newly established one, it currently offers B.Tech programmes degree in CSE, ECE and IT only.

Mostly SC reserved seats in CSE/ECE at NIT Warangal will be completely filled and it is really hard to get through special round.
