Though you belong to OBC category you don't have much chance of getting a seat in IIIT Bhubaneshwar with a rank of 92346. The cutoff rank is much lower than your rank. Getting a seat at any IIIT is difficult with this rank. But still you can try.

IIIT's accept admission through JEE main marks only. You need to have a good rank in JEE mains to get a seat in IIIT's. These institutions are run by government and have a good overall value.

Doing bio medical from Nit Raipur will be better option because here placements are better and also the faculty is very good.

But if you are getting good IIIT then you should definitely go for IT as this branch has better
