For your rank you have very low chances for admission in IIITs . Your rank is not sufficient to fetch a seat for you. Generally all IIITs closes before of 40k general rank. 

So you make look for some private colleges.  Hope it helps you

In any IIIT Sc ,St and pwd  category students are given full relaxation of tution fee.You have to pay fee which includes hostel fees,mess fees, examination fees and some other charges.

As you have mentioned the two IIITs, I can confirm that as per their official sites, they do require 60% in 12th board. IIIT Bhubaneshwar provides admission to both State quota students and All India Quota. The state quota students have their separate counselling organized by IIIT Bhubaneshwar. It

As I see you have tagged GATE examinations, I must tell you that IIIT Surat does not provide Mtech in any of the courses. It only provides Btech in CSE and ECE. Now assuming that you were asking for Home State quota through JoSAA counselling for IIIT Surat. IIIT

For getting a seat in IIIT you must have secured a valid rank in JEE MAINS and cleared the cutoff of that particular IIIT in which you are seeking admission. Sports quota isn't considered in IIITs while seeking admission.
