At 46 percentile it's highly unlikely to get admission in NITs and iiits

Better try for private colleges or state Colleges

The cutoffs for even new nits are 95 + and even for gftis it's 93 and above percentile.

No! You have very less chance of getting good IIITs, NITs. You can get some New IIITs with your rank, but those are not that good.
