IIIT Lucknow will be better because IIIT L is central gov. college and its placement is best than HBTU Kanpur cse. IIIT L avg placement is 11.37 lakh per annum and HBTU CS branch avg placement is 4- 6 lakh per annum. HBTU is state gov. college and

placements are pretty much the same in both the colleges.
IIITDM gives a computer engineering course which is more on the hardware side.You wont be taught many languages apart from C and C++.But overall you may enjoy it better as the coding environment is better there.
Well brother, I can understand your situation. I know you have worked hard for JEE mains but I believe with 45k category rank you won't be getting decent college which I can recommend you.
Though with OBC and home state quota, there might be an increased chance of your's getting
