I assume you are talking about whether the preparations books of UPSC changes every year. Well to answer that I would say that they make slight changes just in printing as per the newer printings of those textbooks. But the syllabus remains same. The UPSC Syllabus may not be changed. More number of Students are preparing for the UPSC Prelims & Mains according to old UPSC Syllabus. If UPSC wants to change the Syllabus , whether it may be in Prelims or Mains, UPSC Should give a Notification according to new changes.
General Knowledge and General Studies information obviously changes everyday. For this, we don’t have a particular syllabus.

2)International relations - interests & challenges for Civil Services Exams by deepanshu Singh
