IPS is the prestigious civil services exam conducted by UPSC
Educational qualifications: All you need to have is a graduation degree from any recognized university to appear for IPS, i.e., for Civil Services Exam.
Eligibility Criteria :
1.Age limit
21 years must be completed on 1st August of the year, which a candidate is appearing. Maximum 30 for general category, 33 for OBC and 35 for SC/ST . Ex-servicemen will get 5 more years exemption from the prescribed age limit The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognized by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate.

Try to complete the graduation after class 12 and within that time span prepare for the examination and give the UPSC exam after graduation which will help you a lot in understanding and grasping various concepts and knowledge required for the education.Top institutes are there in each states for these examination.

To become an IPS officer, you will have to appear for UPSA exam. The eligibilty criteria for UPSA clearly states that a candidate should have finished graduation. So, after class 10th, it is suggested to first focus on Class 12th and finishing your graduation. You can prepare for UPSC while doing graduation too.

Delhi Police Sub Inspector is primarily responsible for maintaining law and order in the capital city by using all the powers, officially vested by the Govt. of India. The Sub Inspector (Executive) in Delhi Police comes under Group-C post and pay band of 9300–34800 +4200 Grade pay. The first promotion from an SI to the rank of an Inspector takes about 15 years, provided an impeccable service record. The next promotion to the rank of an ACP takes about 12 years.

DySP is stands for deputy superintendent of police. They are posted in subdivision. The post is equivalent to ACP Assistant commissioner of police in metropolitan. Candidates must be Indian citizens with any degree and between the ages of 21 to 38 years. There is a minimum physical requirement of height 165 cm (5 ft 5 in) for men and 155 cm (5 ft 1 in) for women, chest requirement of 84 cm (33 in) and chest expansion of 5 cm (2 in). Sub division is area under any bigger district subdivision is an area, part, or section of something which is itself a part of something larger.
In my view, both are the best. State PSC conducts exam for recruitment of Group A & B and being a Deputy Superintendent of Police. Everybody knows the power of these posts.
As compared to PSC, SSC CGL recruits only Group B and Group C posts. So you will not get any chance here for Group A post. By promotion you can become Group A. CBI officer from SSC CGL is a group B post.
Depending on the vacancies and requirements the officers are allotted their postings. If you ask in general the probability for urban area is usually greater than that of rural area(if not border based). These are kind of unpredictable so you have to rely on the probabilities.
