i have paid jee mains fee twice.... 1st time amount was debited but not updated in application form... 2nd time i paid it was updated... so will i get my money back?

If my school has refused to issue my character certificate -and its impossible to get it from there-is there any other subtitutes for it-also let me mention that my TC do mention -passed with a good character-(For Jossa)
