If you have the EWS certificate issued by the competent authority then you can obviously apply for the UP NTSE and you can get the benefit of lower cutoff's in order to get the scholarship.

As per your query, the spelling of the name in SSC and BTech PC both are correct but the difference is in the case of letter. So technically you don't have to face any problem although, I would recommend you to contact your college authority and if possible change it

I would like to suggest you to download the digilocker app and you can download your important certificates from there by giving your UID number and index number which would be mentioned in your xerox copy.
