But as you secured 3284 sc category rank in JEE advanced 2020 then sorry you cannot get any seat in any IITs.

You can definitely exit from the first round of counselling after getting seat in a deemed university. But talking about the money being returned, in some places they will return but in some places they wont. Majority times you will be getting back your money.

First of all it is recommended to only fill colleges that you wish to get admission into and not just randomly select colleges. Second, admission into UIET is through JAC Chandigarh counselling, different from JOSAA so this mean you specifically chose the college.
