Yes you can apply for CMAT. It is entrance exam for all PG and MBA program. Any candidate who have cleared 10+2+3 degree from any recognized University can appear for CMAT.

Eligibility for appearing CMAT - BOTH general category and reserved class candidates can appear for CMAT .

caste certificate is valid forever. so you can use it for verification.  There won't be any issue. if you have any documents which has crossed it's validity period then better to make it before the date of  document verification.

You don't have to re-new caste certificate for any registration/verification
