In the CUET UG form, there is a separate section where you have to choose the Quota under which you want to apply. You should choose ST category there and you will have the option to submit your caste certificate.

Just remove the School's address from "School ne & address " . So that the words limit will be followed. I have faced the same issue. Since yesterday I was trying and thinking that it is a server issue , but it is not.! So , All The Best!!!
