Yes, JU has B.Ed programme. The registration for it will end by the second week of Sept, 2019 and the Entrance test will be between 7-14th September. The official dates are not announced yet, and the online application forms are not either. You can keep checking their offical

If you don't have West Bengal domicile, you will be considered as a GENERAL candidate irrespective of your caste certificate.
Now to get CSE in JU you should rank under 100-150 and for that you should get 160-170 marks in WBJEE.

So you should fill your form under the GEN category.
