Yes you can apply for any college you need . After 12th standard you have many choices to choose your path . You can apply for the college entrance examination to get in to the colleges . You can write the competitive exams like JEE mains if your from maths subject and NEET from Science subject . There are many entrances exam test for the colleges . You can get admission through the merit in the examination , as well as you can join through counselling sections also .

As we know that cut-offs for WBJEE 2020 is not released yet so it is little bit difficult to help you with exact cut-offs but although I can help you with previous years' cut-offs for an idea. S on the basis of this rank and your category it is not possible to get any branch in Jadavpur University, Kolkata but yes you can get some government colleges with very lower branch like  Government College of Engineering Textile Technology, Serampore with Apparel and Production Management; Government College of Engineering and Leather Technology with Leather Technology and likewise.

The tentative cut-off, 2020, for admission in BSc. Geological Sciences for the students belonging to OBC B category, and from the West Bengal Board is 244. For other boards, the tentative cut-off is 251 for OBC B students.

Based on your rank I am sorry to say that you would not be getting any branch in Jadavpur University except Construction engineering (you may get).
