There are only 36 general seats in The Jadavpur University in the Political Science dept. So it's hard to say about your chances of getting admission there. But you can wait for the next round of counsellings and also attend all the counsellings.

Yes as per previous year trends, there will be a Mop Up Round and a Spot Round as well in the WBJEE Counselling 2019. So the same is for Jadavpur university too. They will also have the provision of  a Mop Up Round and a Spot Round this year
