According to the previous year cut offs and lists, you have very high chances of clearing the Bachelor of Hotel Management course entrance. You should wait for the upcoming cut off lists for the waiting students. Getting the 8th waiting rank is a positive sign and with the amount of seats you definitely have a good chance.

To get admission in any college in a postgraduate program you will first have to score a minimum of 50% in all the subjects in your undergraduate program.
You will not be able to take admission in Jamia Milia Islamia until you clear all your subjects in Bsc program,even if you have cleared the entrance exam of JMI.
Try to take a supplementary exam in the subject in which you failed and simultaneously fill the application for JMI as well. Hopefully you will get a good score in your re-exam by the time the main procedure of admission into JMI begins.

As per the reservation guidelines provided by Jamia Milia Islamia (JMI), reservation quota for Muslim OBC and ST candidates holds for 10 % of the seats for the Bachelor Programs.
The total number of seats for BA in JMI are 120 out of which 60 seats are self financed. So accordingly, only 12 seats are there for Muslim OBC/ST candidates.
Since, your WL is 51, so there is fairly low chance for you to get a seat.
