As per the previous years cutoff you can get admission in colleges.
But every year cutoff changes.You have fair chances of getting into colleges like Ssm or Miet.
There are different rounds for counselling and hence you can even get desired branch in top colleges in the last round.

Well it is a big issue. You only submit your category i.e in your application form. On the basis of that your cutoff are formed, you are shortlisted or not is totally depend on that. So it is one of the important factors in councelling.

Well you can't change your category before councelling or in councelling because councelling or seat allotment is totally based on the category. They considered only that category which is filled in the application form submitted by the students because one of the factor of shortlisting the students are category.
