Predicting the marks required to get a seat in a government medical college is quite difficult but when we go through previous year trends then
For Government Medical College, Jammu the cut off marks was 491 for SC category in NEET 2019 under Jammu and Kashmir state quota
While, 375 marks for sc category was the cut off marks/ lowest marks in NEET 2019 that got a government medical college under Jammu and Kashmir State quota and it was for Government Medical College, Anantnag

But yes, cut off marks / rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the neet examination, kind of marks obtained by students in neet , toughness level of the neet examination, number of seats available etc.

77 percentile in CAT and as you are belongs to EWS category as your choice of course in IIM Jammu which was established in the year of 2016 restricted by the IIM, Lucknow, you have chance to get admission in MBA courses.
To get chance in IIM Jammu the CAT percentile is needed 75% at least.

The seats in Medical and Dental colleges all over India are divided as follows:
So if you want a seat outside your own state, you will have to apply for the All India Counselling. You will register, fill in your college of choice and wait for the merit list. 600 is a good score to get into a lot of good medical colleges. It is not necessary to get admission in your own state, as seats are reserved for students who want to study in different states also.
This holds true for any college in the country. Even though you can apply for the state counselling of other states, but in that way you will only be eligible for the management seats.
