As jammu is a union territory,so according to law,union Territories have to be governed by administors or lietinant governor appointed by the President,so accordingly decision would be taken under guidance of central government.

yes jammu will fall under aiq in 2021 because jammu special status is over now. it is a union territory . now it is controlled by central government of india.
