Migration certificate is issued after you finish the university exam.

Yes, Transfer and migration certificates (from last university attendance) are mandatory for JIPMER PG Counselling. As per the rules:-
•Candidates will be permitted to attend the counseling only after the verification of biometrics, photo and certificates.

As per the lastest orders given by the central government, there will be no AIIMS or JIPMER examinations conducted from 2020, only NEET is considered as the common medical examination conducted throughout the country for the allocation of Medical seats. To get a seat in government college through NEET the candidate has to score a minimum of 900+. First of all for your kind information from 2020 there will not be AIIMS or JIPMER examinations conducted as per the orders from central government. NEET will only be the common entrance examination for allocation of medical seats throughout the country.
