It is difficult to tell your surely about your chances of admission. As tue cutoff changes every year depending on category, number of seat available, number of candidate applied, difficulty level of exam.
However by analysing the previous year cutoff as a general category the chance seems less to get a seat in NITs with this rank.
however you can try for state counseling like Punjab, Haryana, MP, Etc.

According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs even after considering your Home State quota but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. see cutoff score depends on certain category like number of applicants, questions difficulty level, seat matrix, students category , domicile etc. you did not disclose about your category and domicile of states, which is Important to predict the probable colleges. since nits has 85% seats reserve for the domicile candidates. however based on jee main score there is various private colleges takes admission like sastra university, amity university, srm institute of technology, however you have to apply for college website for private colleges.,

Congrats! For getting 82 percentile in JEE Mains 2020 . But you did not mentioned your Category (OBC/GEN/ST/EWS/ Sc) so only basis of your percentile, It will difficult to say which college you will get because In Home State NITs Colleges there is benefits of Home State quota and also Category wise quota. If you mention full detail then we will help you to select best college for you.
Although, on the basis of Common rank list (CRL) 82 percentile is not for more sufficient for get admission on good NITs colleges.
But, There are some good government/ private college name, where you can get admission with lower branches like civil Engineering , chemical Engineering,etc.

this is really a bit shocking even for me because i have seen the last year cutoffs and that was not that much different . however this is all due to the process of normalization process which is a bit complicated to understand but jee mains use this method to predict the rank .it may happened that the number of candidates scoring above 147 was higher at that shift and the question paper relatively easier .

Yes, you can apply for jee advance 2020 on the basis of your percentile obtained.
The qualifying cutoff is released alongwith the results is released by nta.
The qualifying cutoff to appear jee advance 2020 for a OBC category candidate is 72.8887969
As your percentile is 75 you are eligible to apply for jee advance.
