According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such

yes you can get some NITs for cse at this percentile . you can get NITs like NIT agartala ,nit arunachal pradesh ,nit meghalaya etc .further you can get a lot of IIITs as well . checkout the college predictor in order

At 32204 you have chances of getting lower NITs, IIITs and other GFTIs. Getting CSE is tough as for most of the Top institutes cutoffs of CSE is quite high. you can use our college predictor.
