You are in a misconception. JEE Mains is not required for applying to universities in abroad countries at all. JEE Main is only required if you want to do B.Tech in India.
There are exams like SAT(Scholastic Aptitude Test) and ACT test which are equivalent to JEE Main exams abroad. You have to appear IELTS/Toefl to prove your english proficiency and it is compulsory as english is not our first language.

Yes of course you can apply for JEE-Main 2021 under EWS category even if you have enrolled yourself under General category for class 12th but note that you should have valid EWS category certificate.
On December 16th 2020 the application process for JEE-Main 2021 Feberuary attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.
A candidate will also have option to apply for one Session or more than one Session (February/ March /April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the March/ April / May Sessions.

You have to undergo Scholastic Ability Test (SAT) for studying B.Tech. in the USA. Most Colleges there accept SAT Score. Some Colleges might consider your IELTS Score. But, you also need to have extra-curricular Activities like winning in Seminars, Debates, Tech Quizzes, etc,. as Colleges in the USA and Canada do look in for such talents! Though the Fee is high like Rs. 30 lakhs/year, try applying for Scholarships if you want!

See from this year National Testing Agency and Ministry of Education did announce that JEE-Main exam will be conducted four times in a year and for JEE-Main 2021 the four attempts will be conducted consecutively in four months that are February, March, April and May. What does four attempts means, so if you are unable to appear in any first attempt of JEE-Main or you have not performed well in it then also you will have three chances to appear in JEE-Main without wasting your year. So what earlier (till 2020) it was, a candidate will have maximum of two attempts in a year for JEE-Main means in total he/she will have 6 attempts (for three consecutive years) but now that 6 has been converted to 12 means more chances of getting admission to NITs/IIITs/CFTIs. Basically out of the four attempts it is upon you that in which attempt you want to appear or you can also appear for all four attempts and the best result amongst the four results will be taken into consideration for final result and the seat allotment will also be done on the basis of final result.

Joint Entrance Examination (Main), or JEE Main will be conducted, four times a year from 2021 in 13 languages including English instead of two languages. You can appear in any one or in all the four sessions.
In JEE Main 2021, you can appear for the exam four times in February, March, April and May. For the total number of attempts in JEE Main, students can appear in three consecutive years from the year of passing their class 12.
