Yes of course you are eligible for jee 2020 as to be eligible applying candidate must have passed10+2 level exam or its equivalent in 2018 or 2019 from a recognized board or university or must be appearing for the 10+2 exam in the 2020.

I think your score is not bad any maybe you apply for NTSE  but you may know that they have even higher standard as you think they have higher. So my suggestion is that you may apply for it but also seek other option as your backup plan may help
