No, it's not like that.
After getting a SAT score, you'll have to apply to different universities of your choice. Based on your score and *other activities you have pursued, the colleges will accept or decline your application.

In USA, UK, Australia, Singapore and canada all colleges accepts the SAT score. If we consider for entire world more than 175 countires accept SAT score but not all colleges. Only few colleges accepts SAT score. You can check the colleges list accepting SAT score in the

Whether you will qualify for second level will depend on the cutoff marks for your state  which in turn will depend on how your fellow competitors performed in the exam. Meanwhile to get an idea , you can check the previous year cutoffs , they vary a lot

As there is no fixed sectional distribution in SAT i can't say exact marks.

For reasoning test it is 400-1600 marks.

For subject test it is 200-800 marks.

Sir I got 75 out of 100 in MAT & 42 out of 100 in SAT for Bihar stage 1 NTSE would I qualify for stage 2 & I belong from SC Category?

The qualifying cut off of NTSE 2019 is 32% for SC/ST category students separately in MAT and SAT papers. Your score seems fair enough to qualify the first stage of NTSE 2019 but getting selected for the second stage of NTSE 2019 depends totally on the NTSE Bihar cut

The MCI has made it mandatory for Indians to qualify NEET to study medicine abroad. You will have to qualify NEET.
