Unfortunately, he cannot use his EWS Certificate now if he had not filled his category as EWS in the application form of JEE-Main because the admissions will be made on the rank mentioned in your scorecard and if there is EWS rank then your cousin can use his certificate in Counselling.

According to the rank and category you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges or private colleges you can get admission on such ranks. Some private colleges which you can get are enlisted below :-

Here I would like to inform you that jee main result was expected to be relaesed by today but due to some reasons it has been delayed but JEE main 2020 result has been not declared yet but it will updated soon and you will be able to check your result soon . All you have to do is to keep an eye on the official website of NTA ie , jeemain.nta.nic.in . to know about the update about your result .

According to news Jee mains results will be declared september 11th, The joint seat allocation authority is conducting body for jee mains counselling.
If the results are not released as per time you can check the jeemain.nta.nic.in to know about the results.
if the results are declared by 11th september, from 12th september the jee advance registrations will open.

No it has not been declared yet but any time soon today it is likely to be out.
Since due to technical issues it can not came yesterday but today there are higher chances of it coming.
